Why a control tower at all

Most operations do not have a visibility problem. They have a readiness problem.

Almost every transport operation can tell you where a vehicle is. Far fewer can tell you what is about to arrive, whether anyone is standing ready for it, and which onward connection breaks if it is late. Knowing where something is after the fact is tracking. Knowing what is coming in time to prepare for it is a control tower.

That difference is a data problem rather than an investment problem. It needs position data from whatever device the vehicle happens to carry, a model of the route that includes hubs and borders, an engine that escalates to whoever is actually on shift, and a reporting layer the operation can query itself. Those four things are what the modules below are.
